Oil minister Dharmendra Pradhan on Monday said state-run ONGC is free to sell its majority holding in oil refiner and fuel retailer Hindustan Petroleum Corporation Ltd, practically confirming the market view that the acquisition neither created synergy nor yielded any benefit for the flagship explorer.
